Scenario Tools
This is my first try a making a scenario in the Panzer Campaign Series. I must say I think I will be getting back into scenario design. The tools for making scenarios in PZC are much better than those found in Campaign Series. While it might completely have the freedom of making any battle from any time peroid, I feel that the tools for making scenarios or more robust and powerful, as well as being easier to use. In this scenario I used the OOB Editor quite extensively and was very impressed with it. I think soon I will be making some fictional scenarios with different kinds of units.

Goals and Objectives
Well any way. Here was my goal and objectives. I wanted to take an existing fun scenario. So I picked Vitebsk. It is a fun scenario though Victory wise it is way balanced in favor of the Germans. I wanted to take this scenario and break down the forces to company level like in the latest PZC titles. I prefer this flexibility of having this option. While I am at it I will rebalance the scenario and hopefully come up with something that is both very fun and balanced to play.

Here are something of the things that I either did to the scenario or changed:

Installation
	Unzip this file into your Smolensk '41 directory. Make sure the .bmp file gets into your German/Units directory. By default it should get there. It is an image for German Birdging Units. If it is not there the image for Bridging Units will be blank.

For the Germans
	All the German units are broke down into the Company level (or at least most all of them). I also added some Regimental HQ units for more important unit groupings such as Panzer Regiments and Infantry Battalions. This has greatly increased the number of German units. However I placed all the units on the map combined in similiar positions as to the orginal version of this scenario.
	In the process above some units have a few more men then they use to, others have less. Units with Vehicles and guns ahve remained the same.
	Removed the distinction of Corps Troops from the OOB and but Corps level units directly under the Corps HQ.
	For reinforcements I have adjusted the probability that they will arrive from 100% to 80%. In addition I have broken up the reinforcement groupings into smaller groups. This should add some variety to the arrival of reinforcements as well as some mystery each time the scneario is played.
	Used the standard German naming convetion and terms from the time peroid for the German OOB. For example instead of having the 20th Motorcycle Battalion there is the 20.Kradschutzen-Abteilung. LVII.Panzerkorps instead of the 57th Panzer Corps. Etc. I like the flavor of this. I would do it for the Russians if I knew what the terms were for given units.

For the Russians
	The only units that have been broken into Company level was the units of the 7th Mechanized Corps. Will not necassarily accurate from a command and control prespective I made the decision to do this to offset the huge increase in German units.
	Additional Trenches, IP and a few bunkers where placed to strengthen the Russian defenses.
	A hasty minefields have been placed near the defenses of the City of Vitebsk itself.
	Most reinforcement arrival times have been bumped up. So Russian reinforcements should arrive eariler.
	For reinforcements I have adjusted the probability that they will arrive from 100% to 80%. In addition I have broken up the reinforcement groupings into smaller groups. This should add some variety to the arrival of reinforcements as well as some mystery each time the scneario is played.
	Broken down some of the Artillery Regiments into Battaltions. This was done partially to offset the increase in units for the Germans as well as to offer more fire options for Russian Artillery. While not increasing the number of barrels the denisty of Russian firepower has been increased.
	To certain Russian infantry battlaions I increased the number of men present in the battalion slightly. Again to offset the increase of German units.

In General
	Increase the victory conditions for the Germans significantly
	Added more victory locations, many away from Vitebsk
	In a future version, Explict supply rules will probably be added. Though not at this time. I figure it will be fun to check out and see how it actually works and give it a whirl. For now these rules are not in place.

Final Overview
Well with the increase in German units there should be many more options available for the Germans in what to do. However the victory conditions have been greatly increased, so the Germans will have to use this new found freedom to really pull the stops and win this. Ideally I have set this up so that for a major victory the Germans will need to exit some units off the map. But that remains to be seen.
